Essential Requirements for the Client (Beneficiary)

Location and size

You must be a small or medium-sized enterprise (SME) or self-employed worker and have your registered office or at least one operational work center in Castilla y León.

Excluded legal forms

The regulations explicitly prohibit granting aid to communities of goods, civil societies, public companies, associations, foundations, and non-profit entities.

Sector exclusion (CNAE)

Your company cannot belong to the technological sector (programming activities, IT consultancy, hosting, telecommunications, etc.) or certain primary sectors restricted by Europe, as the grant seeks to digitalize traditional sectors.

European aid limit

The grant is subject to the De Minimis regime. This means that your company cannot have received more than 300,000 euros in aid under this same regime during the last 3 years.

Legal and labor obligations

You must be up to date with payments with the Treasury and Social Security. Furthermore, if your company has 50 or more employees, it is mandatory to have an Equality Plan in force and comply with the reserve quota for positions for people with disabilities.

How is the process to request the grant and develop the software?

Step 1: Project Design and Technical Report

Before requesting aid, at SoftCollie we will analyze your needs and define the technological project. The administration requires that the software represents a 'relevant technological leap' for your company. We will draft a Technical Report detailing the software architecture, the improvements it will bring, and a broken down budget.

Step 2: Submission of the Application

When? The call is open from July 29, 2025. The funds (€1,850,000) are awarded by order of arrival, so it is vital to present it as soon as possible before they run out.
How? The process is 100% online. You (or your legal representative) must register the application through the electronic site of the Junta de Castilla y León (ICECYL) using your Digital Certificate or electronic DNI.
Important: At the exact moment you register the application, the software project cannot be fully finished or executed.

Step 3: Project Execution (Software Development)

Once the application is registered, we have a maximum period of 18 months to program, test, and implement the software in your company. A great advantage is that the Junta allows a certain retroactivity: we can include expenses and invoices that we have issued since December 3, 2024.

Step 4: Payment and Justification

This aid works through the reimbursement system.
During the 18 months of execution, your company must pay the invoices to SoftCollie necessarily by bank transfer to leave a verifiable trail.
Once the software is delivered, you will have a period of 3 months to present the justification to the Junta: the paid invoices, the bank receipts, and a final report.
After checking that everything is correct, the Tesorería de la Junta will deposit the approved percentage of the aid (between 55% and 75%) directly into your company's account.

Yes, as long as they are directly linked to the operation of the software we develop for you. However, there is a strict rule: spending on hardware can never exceed 50% of the total approved budget. Furthermore, the law expressly prohibits subsidizing general-purpose devices such as smartphones, tablets, or televisions.
ICECYL finances all key phases of your software creation: initial process consultancy, technological architecture design, programming, implementation in your business, and testing and experimentation phases. It also covers pay-per-use or cloud infrastructure (SaaS) models. Note: routine maintenance or minor updates to programs you already have are not subsidized.
Grants are awarded in strict order of presentation until available funds are exhausted. A great benefit of this grant is its partial retrospective nature: we can include project expenses and invoices issued since December 3, 2024. The only requirement is that, at the time you register your application, the software must not be fully finished or delivered. Once the grant is requested, you will have a maximum period of 18 months for us to execute and finish the project.
